Well the obvious reason would be that its a main selling feature of Apple's new "Most amazing iPhone yet", and by not giving iPhone 4 users access to the feature, Apple will hope to get customers to upgrade. The second idea as to why Apple will keep the feature exclusive to their latest bit of hardware, is because Siri on the iPhone 4 may cause even the very slightest affect on performance, which of course for Apple, would not be acceptable.
